Gentlemen,

In continuation of my memorandum of yesterday's date concerning the proposal to entrust the construction of the Kowloon Waterworks to Messrs Denison Ram & Gibbs, I have just received a letter from Mr F. Cooper O.B.C.M.G. stating that Mr Gibbs had carried out under his direction important works of a similar character in a most satisfactory manner and that in his opinion the Government might safely entrust the work to him.
